He does, but, at least for me, he only gives them away in Elona. Every time I go to LA, I don't get any. Then I go to Kamadan and get 5 or more Tonics from him. Maybe I just have bad luck though.

The Mad King in LA gives them away too. Got 6 of them 2 hours ago.
